Did you replace the speed sensor with OEM part? I think they are ATE brand but that was on my 2016 passat. I had put in aftermarket speed sensors at one point which were doing exact thing you are experiencing. Changed to OEM ate part and everything was perfect.
Pros: everything was perfect
Cons: aftermarket sensors problematic
