On the Bolt specifically, just make sure to confirm the battery was actually replaced. Otherwise, the Bolt is an excellent car especially as a 2nd car for a family. The charge speed and the recall concerns are the only reason against getting one.

Battery is dead.
The old GM SUVs have a lot of electrical problems and can run down the battery if not kept charged.
The only thing that has happened is, the batteries all halfway died and it turns out that is a very expensive problem with GM batteries so don’t let your vehicle sit for many months and so far you won’t have any problems.
Across four EVs (all GM - Equinox EV, Prologue, Bolt, Volt) I've had not a single issue with the 12V battery. On my 2015 Volt I traded it in with the original battery... in 2023. That's almost 10 years old!
My Sierra EV can take over 380kw for quite a while, and stays above 250kw all the way past 75%. And it does it without putting a ton of stress on the battery because at over 210kwh that’s not too much for it.
By the time the 2020 Bolt came out, the cost of batteries industry wide had dropped to about $120/kWh. That meant the newly enlarged 66kWh battery only cost GM $8000. And GM slashed the actual ATP to be able to start the base price below $25k.
