That looks like a Delco 50DN alternator from a transit bus. They are oil cooled and they are real workhorses. They produce a very high output at the engine idle speed which is what we need to keep up the electrical load of the A/C units on our buses. Watch out for oil leaks that is the only real problem you have with them. They will outlast everything else on the market in my opinon.
I bought a rebuilt Delco Remmy from Rock Auto for all things, a Mazda Protege. No issues in the last few years of driving.
If I'd replace it I would go with the highest quality starter I could find. I sell Delco Remy starters for Cummins 15 liter ISX ISL. Cummins like the Delco starter. IMHO Delco is the most robust starter for diesel engines.
Also, dump the old Delco-Remy voltage regulator and get a solid state one. Try Cycle Electric.
Just to close this out for anyone looking in the future, I ended up getting a Delco-Remy OEM Reman starter from my local Freightliner dealer for $329 including a ~$100 core charge. It was a slightly upgraded model - a 29MT vs a 28MT. It bolted and wired right up and fires up the Cummins really fast now.
EDIT: so after fixing grounds and other wiring, the VR was still giving the same results. Switched to a solid state VR and right away everything worked normally. It would seem that the 2 "new" Delco Remy VR's I ordered both were bad or poorly made right out of the box. Everything is working normally now!
I saw a plain old Delco Remy lock up last week. Seems like it's a ring toss if they fail mechanically like this or simply stop charging.
